It appears that the most progressive elements of the report have been ignored by the Government, such as addressing affordability for paying parents, or updating payment calculations to include the receiving parents income in favour of forcing alleged perpetrators of domestic abuse onto the collect and pay system so they incur the 20% increase in payments.
